Finally got one! It goes live at 12:00PM EST, just like the description states. It actually went live at 11:59AM on my computer time, and I submitted the form data and it got accepted. Hit refresh at 12:00PM EST and it was already out for the day. You have to fill the form in within seconds of it going live!
